Could you confirm if you’ve enabled the Nofollow External Links option from Rank Math > General Settings > Links? If yes, then since all the outbound links are nofollowed, the test automatically fails.
In that case, you can disable that option to fix the issue.

I checked the affected page you shared and manually inspected the external links. They seemed to have a nofollow
applied to them as you can see in my screenshot here:
We might need to take a closer look at the settings. Please edit the first post on this ticket and include your WordPress login in the designated Sensitive Data section.
Please do take a complete backup of your website before sharing the information with us.

I logged into your website’s admin area but the login that you’ve created has very limited access. I was unable to access even the dashboard of Rank Math.
However, as mentioned in my first reply, the Nofollow External Links option automatically nofollows all the external/outbound links and thus the test for dofollow links also fails.
In this case, please disable the Nofollow External Links option from Rank Math > General Settings > Links, and see if that fixes the issue.
