The open_basedir is a server configuration. The message means that the file rank-math-en_US.mo at location seo-by-rank-math/languages/rank-math-en_US.mo is not under the allowed path.

I would like to avoid setting “none” to open_basedir.
What path(s) exactly should I put on the allowed path?
The file paths I have shared with you, don’t seem valid, you can see it is mixed.

As you can notice, the path is actually 2 paths as each path starts with C:. Please try allowing both paths that ends with .../plugins/ and .../languages/rank-math-en_US.mo.
