My recommendation would be to 301 redirect those URLs. If in the new site there are pages with the same/related content, you should redirect each of those old URLs to those pages. If not, just to the home. That way you will avoid having 404 issues and you will help Google indexing the new site.

Since the old site is based on HTML, you cannot use a WordPress plugin to create the redirects.
What you should do with those old URLs depends on what you are talking about in those 3000 pages. Redirect the ones that are relevant to the new website. Redirect them to the most relevant page you can find.
For all the rest, leave them as they are since redirecting irrelevant pages will not do you any good.
If you want, you can add this redirect so you can monitor 404s on the new website and then see which URLs are popular.

Once you determine that, you can decide what you want to do with the URLs that get the most 404 hits.
