There is no specific method for ranking on Google discover and Top Stories, Google automatically displays fresh and evergreen content on Google discover.

Google uses a programmatic approach to identify news publishers. In a similar way that how Google identifies and ranks other types of content in Search. If the Google algorithm does not identify your content like news it won’t be shown in the News tab, Google Discover.
We have the option to generate a Google News Sitemap, that complies with the Google news guidelines and helps Google to discover news content on your website.

I checked the sitemap, it is working fine:

Please follow these steps:
1. Flush the Sitemap cache by following this video screencast:
https://i.rankmath.com/pipRDp
2. Exclude the Sitemap files of the Rank Math plugin in your caching plugin. The cache could be via a plugin or from the server. For plugins or Cloudflare, please follow this article:
https://rankmath.com/kb/exclude-sitemaps-from-caching/
Once done, clear your website and browser cache and check the sitemap.

After clearing the cache, please remove the sitemap from the Search Console and add sitemap_index.xml again.
If the Search Console is showing the couldn’t fetch error, then, it is in most cases simply due to a bug in the Search Console.
