Assuming you are using the latest version of all the plugins and the themes (please update if not yet), to determine which plugin or theme adds the nofollow to your internal links, please follow this troubleshooting guide:

Only the site admin would know and your users won’t be affected by this troubleshooting.

I tried troubleshooting the way you recommended. after deactivating rank math and rank math pro the nofollow attribute is still there.

Rank Math does not add nofollow to internal links.
Since you have already disabled Rank Math and the issue persists, then you should continue to disable your plugins one by one to determine the culprit.
You should also switch your theme to default to check if it’s your theme adding that to your internal links.
