It is completely normal for the sitemap files to be set to No Index since you do not want them to be indexed on SERPs.
The sitemaps are intended to be crawled by the search engines but they are not to be indexed/displayed on the search results and hence the sitemaps are kept as No Index.
Also, setting the sitemap to No Index does not, in any manner prevent, the sitemaps from getting crawled by the search engine bots.

Absolutely, the No Index tag on the sitemaps would not, in any way, affect the indexing of your website/posts/pages.
The sitemaps are kept as No Index only to ensure that they are not themselves indexed.
