If the blog post is having “noindex, follow” tag, then Google will follow the links within the page for sometimes. If the noindex is for a long time, Google will eventually stop following the link. So in long term noindex, follow commands will eventually equate to a noindex, nofollow directive as well. Eventually Google will stop going to the page because of the noindex, remove it from the index, and thus not be able to follow the links on that page.
