I migrated to an existing site to a new site but after changing the site name and description – the site retains the identity of the name in the browser of the old site and does not change to the name I defined on the new site.
See a video that shows the old name of the site even though it was set differently using the site and Rank Math- when I turn off the plugin, it works fine.

Could you please try and clear your website cache and see if the title is updated?
If the issue persists, we might need to take a closer look at the settings. Please edit the first post on this ticket and include your WordPress login in the designated Sensitive Data section.
