You have to mark any post that you want to build links to, as a Pillar Post in the SEO meta box:
After that, when writing a new post, it will show your Pillar post from the same category you are using for the current post.
This is used to build internal links to your most important content.

Thank you for your answer and the detailed screenshots. Sorry if I wasn’t clear, I understand what you’re saying but my question is: If I make a Page a Pillar Content would it show as a suggested link in future Posts?
As I understand it, pages and posts have categories of their own. But we want to create a cluster of blog posts around a page. Is this possible?

Sorry for the delay as we seem to have missed this ticket.
The Link suggestions work for Posts in the same Category as an earlier published Pillar Post. As of now, Pillar Posts and Pages are quite different as they do not belong to the same categories (or even the same post type).
This means if you set a Page as a Pillar Content, it might not appear as Link Suggestions in Posts. And, since pages do not have categories, that renders the Pillar Post option pretty useless on them.
