It seems you have a related issue with your sitemap on another ticket of yours. Could you please follow the steps there as well and see if this resolves the issue with your locations.kml file?
If the issue persists, could you please contact your hosting provider and check if you have any server-level caching services like Cloudflare that might be caching your sitemap?
