1). I am afraid that this feature is not available in the plugin. You can however write some custom SQL code for your database to check whether the rank_math_title or rank_math_description are unique.
2). This feature would also require a custom solution. You can create a custom CSV to populate data to the users table and update the values for both rank_math_title or rank_math_description
