The Instant Indexing: Submit Page option submits the URLs to Google’s Instant Indexing API while Submit to IndexNow option submits the URLs to IndexNow API(Bing and Yandex).

Sorry for the confusion. The first option submits to both Google(if configured) and the IndexNow API. That’s why it is showing the successfully submitted to IndexNow message.
