The error 429 means that the IP address exceeded the daily quota of requests. If you have other websites on the same server or are on shared hosting, there may be other websites that are using up the quota.
Also, please note that if you have automatic submissions set for any post type, each time you save an edit to a post inside that post type it will trigger a submission:
https://rankmath.com/kb/how-to-use-indexnow/#automatic-url-submission
This might cause a high number of submissions if you are constantly making changes and saving them.
