The instant indexing requests are also made when you edit or update any new or old posts. If the limits are getting maxed out, then it can be caused due to making changes to any old posts and updating them.
Could you please go to the Google API Console and select Quotas, then please share the screenshot of it here? You can use this tool to take screenshots as well.
You can also add it in the sensitive data section

I will then maybe ask one question so that I can understand this more. If you use the same API key across several websites, will the quota be shared across each website of will each website have its own separate quota.
Am asking this because I am using the key across several websites.

The quota is assigned for the API. Since you are using the same API on several websites, they all will share the same quota and that’s the reason you are facing the issue with exceeded quota limit.
