You would need just enough permissions to do changes in the site (the role you have when you are able to see the plugins’ section).
But your issue could be due to a different thing. When doing it, do you see any issue in the dev console? Are you using any security plugin? Do you have disabled the WordPress API REST?

Please update to the latest version and if the issue still persists then we might need to take a closer look at the settings. Please edit the first post on this ticket and include your WP logins in the designated Sensitive Data section.

I was able to deduce that the errors were caused by the way our “user management” software was not giving enough permissions on the plugin.
After changing permissions, this issue has been resolved.
