When an issue like this happens it’s either because you are going against one of the technical guidelines from Bing or the content is not within the standards set by the Bing team.
Unfortunately, there’s nothing we can do from our side to force the page to appear on Bing, since there’s nothing technically wrong with the page that could prevent it from being indexed.
