If a URL is on Google, then there is technically no reason for it to not be included in Bing, unless Bing has some reason to not index a page like DMCA, copyright content, nulled content, copied content, etc.
In this case, it is best to contact Bing support as they will be able to provide better feedback about the situation.
From what we can see from our side there’s nothing preventing your website from being indexed in Bing.

I have contacted Bing multiples times and they reply with this email:
“Thank you for your patience!
After further review, it appears that your site (https://www…./) did not meet the standards set by Bing the last time it was crawled. Post a re-review, we confirm that your website continues to be in violation of our Webmaster Guidelines.
Please review our Webmaster Guidelines, especially the section Things to Avoid, and thoroughly check your site for any deliberately or accidentally employed SEO techniques that may have adversely affected your standing in Bing and Bing-powered search results. Post complying with the webmaster guidelines you can submit your URL using URL Submission feature to get them recrawled.
Please let me know if you have any follow-up questions or concerns and I would be more than happy to assist.”

Please go through Bing’s Webmaster Guidelines and see if there are areas of your website that violates it.
If you can’t find any, then you need to contact them again and ask which specific part of your website violates the guidelines.
