Please navigate to WP Dashboard > Rank Math > Titles & Meta > Global Meta and disable the Noindex Empty Category and Tags Archive option to fix the issue.

Noindex Empty Category and Tags Archive option is already disabled. So the problem is still remain.
The tag sitemap is only not showing in the main sitemap index (sitemap_index.xml).
When we open the tag sitemap directly (post_tag-sitemap1.xml, post_tag-sitemap2.xml, post_tag-sitemap3.xml) the tag pages are showing. So the only issue is Empty tags sitemap is not showing in the main sitemap index.
Can you please help me out

In this case, please follow these steps to flush your sitemap cache:
1. Flush the Sitemap cache by following this video screencast:

2. Exclude the Sitemap files of the Rank Math plugin in your caching plugin. The cache could be via a plugin or from the server:
https://rankmath.com/kb/exclude-sitemaps-from-caching/

I have followed the above-mentioned steps to flush the cache, but the problem is still the same.
Tag sitemap only appears on the main sitemap index when tags are attached to any post otherwise not.
