Yes everything is activated, but the alt texts were not added when I looked in my library

Thanks for your reply.
The ALT texts are added on the runtime, you would not be able to find them in your media library.
For example, if you create a post and add an image to it from your media library, that is missing the ALT text, then when you will publish the post and check its source code on the frontend, you will find the ALT text there.
