Presence of a Physical File: I never uploaded the robots.txt file manually on my server.
Other Plugin Creates Robots.txt: Actually, I am using only Rank Math as an SEO plugin. SO, there is no chance because of other plugins.
Permission Issue on the Web Server: I don’t know because it’s hard to understand if this issue exists or not.

I was able to check that the file editing was disabled by the define (‘DISALLOW_FILE_EDIT’, true); rule in your wp-conifg.php file.
I have set the rule as false and now you can edit your robots.txt file.
