When you enable the local storage for the Analytics code the JavaScript responsible for tracking the data is hosted on your server, but after the tracking is done there still needs to be a call to Google Analytics to add the information to the property.
Depending on the local laws in place in your country that might or not be acceptable.
We would always recommend consulting with a specialist in the area to get full clarification on what is allowed or not.
