I tried with Chrome and Firefox and I was able to replicate this issue on Firefox.
However, the source code does not contain Homepage Title but it can be seen in the Firefox tab.

Have you already set the Homepage title under Rank Math > Titles & Meta > Homepage title?
If not, please set the title there.
If the issue persits, we might need to take a closer look at the settings. Please edit the first post on this ticket and include your WordPress & FTP logins in the designated Sensitive Data section.

Thanks for your response. Yeah the issue seems to be sporadic across different devices and browsers. It’s still showing the incorrect <title> tag for me on certain devices. When I go to Rank Math > Titles & Meta > Homepage it shows me this message:

So I provided a screenshot of the settings on that page in the Sensitive Data section. Am I missing something easy? Would there be any difference between the settings on the “Rank Math > Titles & Meta > Homepage” tab vs the settings on the page itself?

You are seeing that message because you have set a static page as homepage, so to change the title and description, you will have to go to the specific page.
However, the settings on the page seem to be correct.
Assuming you are using the latest version of all the plugins and the themes (please update if not yet), it would seem like a conflict with one of the plugins or the theme you are using.
To determine that, please follow this troubleshooting guide:

Only the site admin would know and your users won’t be affected by this troubleshooting.

Wow thanks for the extremely quick reply. I figured it out finally!
The fact that the title was changed for you in the tab but not in the DOM made me realize it’s probably a script changing the page title. I used noscript to hone in on the specific script causing the issue. Sure enough google tag manager was the culprit.
The reason it was so random for me across my devices was due to my adblocker being enabled on certain devices or browsers… Haha idk why I didn’t figure this out sooner.
