I followed the guide you attached and with everything disabled and the default theme applied (twenty twenty), I still had the same problem and my SEO analysis score was lower at 49.
With my theme applied (astra) my score was higher on SEO analysis at 57.
The guide says: With all plugins and your theme disabled, try reproducing the issue.
(a) If you still have the issue, your WordPress setup is the root of the problem.
What should I try next?

Keep in mind the SEO Analysis in the plugin analyzes the entire website and shows the issues on every page of your site. Since you have pages with low scores, those issues come from there.

Well, in that tool I see a false positive: it says you don’t have the title tag set in your site but you have, I checked it.
About the other issues, for example you have the SSL enabled so again, nothing to worry about.
It is true you have a low word count on your homepage, it could be increased a bit.
But again, “You have blocked meta tag robots or x-robots-tag HTTP header in your homepage” is not true.
So I would say you don’t have to worry about them, if any, about the low word count, since it is important for Google but the others are just fine.
