Google uses a programmatic approach to identify news publishers. In a similar way that how Google identifies and ranks other types of content in Search. If the Google algorithm does not identify your content like news it won’t be shown in the News tab or top stories. If your site is low quality or you publish thin or not original content it won’t be shown in the News tab.
Publishers are automatically considered for Top stories or the News tab of Search. They just need to produce high-quality content and comply with Google News content policies.
