Google Search Console Domain Property vs URL

I tried searching for documentation on this, but couldn’t find anything definitive, so wanted to confirm: The Google Search Console setup wizard seems to create a URL property rather than a Domain Property in GSC. Since Domain Property is typically preferred, is there a reason why it defaults to setting up URL?
