This indicates an issue when setting up your user permission. You will need to fix this from GSC.

Take your time following the step as it is crucial to not miss any steps else you will still get the 403 Permission error.

as stated i have already checked your resources and repeated the whole process for more than 3 times which u could confirm when u log in to service account and search console. please i need ur 5min to make this major fix. i have been emailing too and fro from last 1 week but couldn’t resolve it and at last was suggested to contact u guys.
