If so, try contacting them instead as they are in the best position to check the issue further.
If that wasn’t it, the issue is how your WordPress installation accepts the GIF file. Kindly contact your hosting provider for this.

b. How the GiF is uploaded?

Both options you’ve shared actually matter. By default, WordPress supports several file types, including GIF, JPEG, and PNG. But if your GIF is not in a compatible format in your WordPress installation, it may not play correctly.
