For initial troubleshooting, please head over to your WP Dashboard > Rank Math > Status & Tools > Database Tools, and from there click the Terminate button to cancel the bulk generate process.

After that, clear the Rank Math transients and then try to generate the meta title and description again in bulk and see if that works for you: https://rankmath.com/kb/rank-math-status-and-tools/#rank-math-transients

I have done all this and trying one page it never completes. All that happens is
Bulk editing SEO meta started. It might take few minutes to complete the process.
Which never completes.
We use Cloudflare so its possible their WAF maybe blocking the AI traffic. If you could advise what traffic or IP the AI traffic comes from that would assist.
