To enable frontend stats bar, please navigate to WP Dashboard > Rank Math > General Settings > Analytics and in that you’ll see the toggle to enable the frontend stats.

Sorry but that didn’t help. If you look at the screen shots I included in my original post it shows I have that setting turned on. And since this is the only site out of many that I help with that is not showing the frontend bar I already knew about where that setting was located. I was asking for any other possible reasons that it wouldn’t show.
