Could you please share the error you are getting in your Google Search Console account’s coverage section to check and advise accordingly? You can share screenshot links as well using this tool.

I’m having to manually submit them, there is no rhyme or reason either. Some are excluded, some aren’t.

Could you please share some of the affected URLs so we can take a closer look at them?
Note that “Discovered – currently not indexed” means page was found by Google, but not indexed yet on the SERP. Typically, Google wanted to crawl the URL but this was expected to overload the site; therefore Google rescheduled the crawl.

I have checked the sitemap file and I can see that all the links are present on the sitemap and are indexable. I believe that these links are in the queue and will soon be indexed.
You just need to wait for Google to index the rest of your pages because it has a fixed allocated crawl budget for your website.
