You can force to download the language pack by following these steps:
1. Got to Settings > General on your WordPress Dashboard.
2. Scroll down to Site Language and ensure that the Spanish language is already selected.
3. Then head over to Dashboard > Updates
4. Scroll to the bottom, locate Translations and you may download the language pack there.
