You need to click on the three dots beside the Owner to get the Manage property owners option and then follow these instructions:

If you still don’t see that option, you must have missed some steps in setting up the plugin.

The email in your screenshot should be the service ID that should be linked to your property in GSC. Could you please check if you are linking this service account to the correct property of your GSC?
Also, you may want to recreate the service account with the correct Google services account and then try to link it to the GSC as a property owner.
Please let us if this works for you. If not, then we might want to check this via logging in to your Google account.

In your last screenshot, you need to enter the URL of your property that you want to validate but you are entering your service account id. However, the last step should be to verify your service account id not the URL of the property.
Please go through the setup guide once again as it seems like you have missed some steps.
