Yes, TOC block by Rank Math is only a Gutenberg block and thus, it will only work with block editor.
Unfortunately, there is no feature available to display the Table of Contents using a shortcode.
With that said, this is a new feature and we tend to further improve it in the future. If having a TOC via shortcode is something we can include, we will be sure to let you know. For now, we currently don’t have any plans to add it.

Okay hopefully you will also make it available via shortcode soon. Should be easier to develop than the block implementation you made now 😉
The setting could then just be handled via the global settings you already made available for this.
