Assuming you are using the latest version of all the plugins and the themes (please update if not yet), it would seem like a conflict with one of the plugins or the theme you are using.

Only the site admin would know and your users won’t be affected by this troubleshooting.
If the issue persists, please edit the first post on this ticket and include your WordPress & FTP logins in the designated Sensitive Data section.
It is completely secure and only our support staff has access to that section. If you want, you can use the below plugin to generate a temporary login URL to your website and share that with us instead:

You can use the above plugin in conjunction with the WP Security Audit Log to monitor what changes our staff might make on your website (if any):

I test all steps of Health Check & Troubleshooting, same issue.
I disable all plugins except rank math, same issue.
I update WP to 5.7, same issue.
I revert to 1.0.58, and it’s ok.

Could you please confirm if you have also tried enabling a default theme during troubleshooting mode and see if the issue still persists?
I’ve also noticed the path in the error message that your site is being hosted locally (please correct me if I’m wrong). Could you please confirm that as well?

Since you are only getting this on a local install, it is not possible for us to check and find out what the cause might be.
If you face this issue on a live website or a staging website where we can also login and check – please do let us know.
We have not seen this issue on any non-local websites till now.
We look forward to hearing back from you.
The big difference between the two versions is the get_active_modules function which has been added.
And the first error point on this :
$registered_modules = rank_math()->manager->modules;

Yes, the function you mentioned was added in the last update but the object it called is initialized before this function is executed. Please delete the plugin and install it again. That might fix the issue.
If you still get an error after reinstalling then please create a staging site where we can check this issue.
