when does it make sense to convert pages to posts?

Basically, pages are used for static content which you didn’t update often whereas posts are meant for timely content that is regularly updated.
If your pages do act as content that you need to update regularly, then you can convert it to a post blog/article.

I am trying to revive an old website for the card game cribbage. much of the content is pages. and there is not much dynamic content…the rules of cribbage do not change frequently…not much activity in that realm…LOL
the pages are very short and in my mind would be easier to sort as a blog post…and display…not to mention organizing with categories…
since this content was created maybe 10 years ago, would a search engine think that it was not very useful to a person if it was in post? therefore converting the pages to a posts would be bad?Hello,
Having your content as posts has its perks especially organizing them with the use of taxonomy. You can do so if you wish to convert them. Google should be able to see it as general “content”.
As for your old content, if these contents really are much more relevant for your desired keyword and will help satisfy the reader. There might be a chance that Google will optimize these old pages.
However, if the content is not updated and no longer relevant to the search keyword, I would suggest editing the content since search engines tend to prefer pages with up-to-date content.

You could have the perfect article and still struggle to break the top 10 in SERPs. Here are some of the factors Google considers when ranking you:
1. Your website’s authority
2. Your content’s quality and how better it is than the other article currently ranking.
3. How competitive the keyword is.
4. How many backlinks you have and if they are better than what the other guys ranking for that keyword have.
5. Your website’s crawlability.
6. Frequency of new content and content updates.

I would recommend that you keep at it and work on acquiring more links to break into the top SERPs.
