I think the problem causes me to read Turkish letters.
It accepts when I use “U” instead of “Ü” letter. I get the same error with the page titles as well as the Turkish capital letter “I”.

This is a known issue. The presence of special characters causes WP to encode the permalink.
Please note that this will not affect your SEO in any way since the error will only appear on the back end.
