Have you enabled category sitemap from the settings? Please head over to Rank Math > Sitemap Settings > Categories > Enable Include in Sitemap.

If the categories are set as No Index, then they would not be added to the sitemaps.
Since sitemap contains the URLs that you wish to get indexed on the search results, adding No Index URLs would simply consume your crawl budget, and hence it is not added to the sitemaps.
As you do not wish to get the categories indexed, you can disable the category sitemaps.

Indexing category cause issues related to duplicate content or not?

Category pages can become an issue if they are causing conflict and ranking for terms you’d prefer other specific pages to be ranking for.
All the pages within the category have duplicate content of the category page. Indexing category pages depends on the site structure, you can read more about this here:
