The Import/Export of settings feature should work regardless of the URL you are using in your staging/live site.
Could you please confirm which setting is not importing to your live site? If you wanted to share screenshots, you can upload using this tool and add the link here.
Meanwhile, please note that the import option of Rank Math only imports the Rank Math settings (Titles & Meta, General Settings, etc.) Here’s a link for more information:

If you’re referring to metadata (title, description, keywords), they are not included and can be exported/imported through CSV:

I resolved this last thing.
It was software problem as I used Numbers on MacOS. When I did it through G sheets it worked.
Now I need to figure out the best to way to mass import, since the id’s on the new (staging) website are different that on the original and plugin match and update every row by this number….
Do you have an idea?

Please note that the CSV importer and exporter rely on the IDs of the posts and pages to import the correct SEO data into them.
In this case, you may need to match the IDs from your staging site to the live site to import the values correctly.
