My recommendation would be to contact your hosting support, so they can check if for some reason it is being blocked the upload by the server, the .htaccess or another system, since that seems to be the cause of your issue.

We have added a screencast to the sensitive data section and the export and import are working perfectly fine.
Please note that editing the exported file manually and then importing it might not work because you seem to be only importing the part about the exclusions while the imported file needs to contain all settings.
If you are facing importing this file that you excluded – then please share the other website’s details as well where you are trying to import the file.

Yes, they work now. After Alberto’s response earlier, I contacted my host.
The issue wasn’t my host. It was WordPress.
I needed to update WordPress configuration file to allow unfiltered uploads by adding the following entry:
define( 'ALLOW_UNFILTERED_UPLOADS', true );
