I contacted Bing support and they answered: “Bing constantly prioritizes the content to be indexed that will drive highest users satisfaction. Please review our Bing Webmaster Guidelines, to better understand criteria for most valuable content.”
I checked the Guidelines and there is no reason to index the site.

I’ve checked your site, and there aren’t any issues that might cause Bing to not index it. Your sitemaps and robots.txt are working fine.
Also, upon checking your page in Google search, your website pages are already indexed there.
