The first screenshot you shared is basically from the global settings and applies to all of your authors generally.
The second screenshot is for individual settings for your authors. The individual settings overwrite the global settings always. So you can choose index or noindex depending on the SEO Strategy you’re making.
Normally, noindexing the author archives is completely fine.
