Assuming you are using the latest version of all the plugins and the themes (please update if not yet), it could be a conflict with one of the plugins or the theme you are using.

Please let us know if you find the culprit.

Oddly, entering Troubleshooting mode in that plugin doesn’t work at all. I get a message saying it is enabled, then it sends me back to the WP Dashboard where it’s not enabled. I tried it several times, nothing.
We might need to take a closer look at the settings. Please edit the first post on this ticket and include your WP logins in the designated Sensitive Data section.

The issue seems to be only on your install.
When I tested it on my test website, an author profile could add title and description without any issue:

This means one of your plugins might be causing this.
No, usually we would do troubleshooting following this guide:
https://rankmath.com/kb/check-plugin-conflicts/
But, the changes are only shown to the admin. So, it won’t make any difference for authors.
I would request you to disable all plugins and enable each one by one until you find the problematic plugin.
