The SEO analysis can only work if the site URL returns a 200 OK status. Since you are using Local setup which will not work. You can do the analysis on the online site and make the changes on your local site.

You will be able to use the SEO features inside posts like postmeta titles and descriptions and SEO scores. You have access to all the features that do not require APIs.
