I had already set it up according to the linked article and am still experiencing the issue.
Just to clarify. I am able to select the Account, Property, and View. However, when I click “Save”, the Analytics fields refresh and the Analytics never turns on.

Are you using Firefox or Safari to save the Analytics settings?
If yes, can you please try saving the Analytics settings in an Incognito window in Chrome?
