If your entire site has noindex tag on them, please make sure that the Search engine visibility option is unchecked in WordPress. For that, navigate to WordPress dashboard > Settings > Reading. Here you can check this:
https://rankmath.com/kb/error-submitted-url-marked-noindex/#num-4-4-search-engine-visibility
If this option is checked, even if Rank Math options are set to Index, the website will be marked as NoIndex.
