To fix this, make sure the service account is listed as Owner for the site in Search Console.

This is one of the most common issues when setting up Instant Indexing.

I changed the IndexNow API key from WP Dashboard > Rank Math > Instant Indexing > IndexNow API Settings > Change Key and now the IndexNow submission is working fine:

I was able to replicate the issue on your site. The key file wasn’t being generated automatically so I have manually created the file in your site’s root directory and you can access the key file now.
For the issue with the CPU usage. I disabled Rank Math on your site and checked the CPU usage. It still shoots up to 90% even when Rank Math is disabled. The pattern was the same with & without Rank Math. Sometimes it comes down to 10% and sometimes it hits 90%.
So Rank Math is not causing the issue as it happens even when our plugin is disabled. Here is a quick screencast to confirm that: https://i.rankmath.com/AtCcif
