Tried number 1 to no success.
Number 2 is going to take more time than I have keeping in mind that there’s 1723 past due scheduled actions which is why I need a bulk delete command so I can delete them in 1 go…

From your database, please find the wp_actionscheduler_actions table and run the following query to delete past-due actions.
DELETE FROM wp_actionscheduler_actions WHERE status = ‘past-due’.
