Are you using any cache plugin? You might need to add the following strings as cache exceptions:
/(.*)sitemap(.*).xml
/(.*)sitemap.xsl
Then, after that, you should resave the permalinks.

Do you know where this would go in W3 total cache? Looks like that plugin has actually been enabled.

You should add the rules by heading to Perfomance > Page cache > Advanced and add the rules in the field to Never Cache the following pages then do the following:
1. Head over to WordPress Dashboard > Settings > Permalinks
Hit the save button once.
2. Go to WordPress Dashboard > Rank Math > Sitemap Settings
Hit the save button once.
That should fix the issue.
If it doesn’t, please do let us know so we can look at this further.
