First, I would look in the ‘Coverage’ report to get a better idea of what pages are indexed. The links also includes may also includes old links as well as i.e. deleted posts / pages links are still available in the list.
Could be all sorts of reasons for high number of links. Typically it’s sign of canonicalization issues.
