You can use the Rank Math PRO on unlimited personal websites. Personal websites are the ones you own 100% and not a client website or a partnership with someone. A personal website can be a business, earn you money and you can even sell it to anyone but it needs to belong to you.
You need to connect the websites to your Rank Math account:
https://rankmath.com/kb/rank-math-pro-license-key/
Fair usage policy applies to the personal license where you cannot use the PRO on a client website or share it with your friends/family.
